Comment: Macau Inner Harbor Terminal (Portuguese: O Porto Interior) is a historic dock area in Macao, mainly focusing on freight, inland water transportation and fishery terminals. There are 34 piers in the inner harbor dock area.

The Macau Inner Harbor Terminal is located in the west of the Macau Peninsula and is a tributary of the Xijiang River. The waterway is between the Macau Peninsula and Zhuhai Wanchai. The inner harbor is 3,500 meters long from Lighthouse No. 12 to the base of Chopsticks.

Foreign merchant ships first docked in Macau’s North Bay as a commercial port, and its embankment was semi-circular. By the Tongzhi period of the Qing Dynasty, the inner harbor had become the collective name for Beiwan and Qianwan, and was a circular port. Since freight relies on waterways, the Inner Harbor area has long been a prosperous area. According to “Illustrated Records of Macau”: “After entering the Cross Gate, the Western ships must turn through the Small Cross Gate to Nanwan, then turn back to Niangma Point, and then arrive in Macao. The waterway to Xiangshan must be changed Small boats and barges cannot reach it.” From this point of view, its natural waterway is shallow and narrow. In 1868, the Macao-Portuguese government filled in the North Bay and built a straight embankment path with arched pavilions next to it. In 1923, the government reclaimed the sea to widen the road along the embankment and built a wharf, turning the inner harbor into a modern commercial port. [3] Since China implemented reform and opening up, the Inner Harbor has developed into an important maritime transportation hub, connecting Hong Kong and mainland China’s transportation center and fishery port. In order to expand the area of the Inner Harbor Terminal, the Macao-Portuguese government proposed a plan to rebuild the Inner Harbor Terminal in 1980, and the inner harbor channel was widened to 50 meters in 1984. During the prosperous period of Macao’s fishing industry in the 1980s, the Inner Harbor Pier was crowded with fishing boats and lined with fish pens. The Palace Casino and Jinbi Casino in the area add to the prosperity of the Inner Harbor area. According to statistics in 1985, there were a total of 38 terminals in Macao’s inner harbor, with 12 warehouses on them (excluding merchants’ own warehouses).

Since the 1960s and 1970s, the relocation of the outer harbor terminals has caused fundamental changes in the role of the inner harbor as a maritime hub. Commercial activities in the inner harbor gradually declined due to different reasons such as the successive relocation of entertainment venues from 1998 to 1999, the decline of the fishing industry, and the putting into operation of the Coloane Kouao deep-water port in 1990[5]. Many piers along the route are empty or idle. In 1990, the Macao-Portuguese government began the “Inner Harbor Reorganization Plan” to divide the inner harbor into port activity areas and non-port activity areas, and set up an intermediate area specifically for passenger terminals, commerce and service industries. [6] In 1995, the port activity area of the “Inner Harbor Reorganization Plan” was reallocated into three use areas: general freight use, commercial activities and service industry uses, fishery-related activities, and non-container general freight use. [7] The 2001 Macao Policy Address also clearly expressed the desire to revitalize the Inner Harbor. In line with the Macau government’s policy of revitalizing the old city, Macau Gaming Co., Ltd. started the construction of Pier 16 at Pier 16 in 2002.
