All the procedures take a long time, I arrived at 8 am and there were already about 30 people lined up, many did not complete the required documentation and got out of line, until 9 am I went alone to receive my documentation and then another hour passed so that they could give me a payment order which you have to do in another building two blocks away.
To make the payment, it takes as long as you arrive and you line up again so they can receive the documentation and then another half hour for them to call you to pay. Once you pay, it takes another half hour for them to give you the receipt and you return to the secretary. mobility.
The truth is that they are all very friendly but 4 hours to exchange plates is a long time

Comment: There is not much information on the Internet about requirements for procedures carried out in this mobility secretariat, so you have to physically get to the place… And the annoying thing is having to travel 2 times, 1 to go for information and another to take them documents.
1) Arrive early preferably, there are procedures that take a little time. And the payment window closes at 1:30pm.
2) there are new staff and there is a bit of slowness in some procedures.
3) the secretary’s parking lot is for administrative staff only.
4) the new staff is attentive (at least the ones I talked to).

Typical government office: bureaucratic, slow, without updated information on its platform, a complete disaster… But the people who helped me did a good job. Fast, without “expensiveness” and friendly. Better than in the Tlaxcala delegation.
There are no long lines at the different service windows, but at the checkout counter, the line is a little long, I suppose that is where all the procedures are concentrated… They must make a more efficient payment system.
I attach the updated license costs because there is nothing on the internet (Surprise!) and they have already changed.
